President Trump's Day One Executive Order and Implications for Transport

Energy, Fuels, Resources

• Encourage domestic energy exploration and production
• Agencies to review all existing regulations and recent actions which limit the development of domestic energy resources particularly oil, natural gas, coal, hydropower, biofuels, critical minerals, and nuclear energy
• Establish US as leading producer of non-fuel minerals including rare earth minerals

Electric Vehicles & Infrastructure

• Eliminate mandates and subsidies which unfairly promote EVs over gas-powered vehicles
• Pause disbursement of funds through IRA for funding of EV charging stations through NEVI program
• Secretary of the Interior tasked with updating list of critical minerals, accelerate geologic mapping of the US to locate deposits of critical minerals, and provide projects with Federal support. Other agencies are tasked with looking at national security and trade implications of mineral reliance on foreign countries

Regulations

• Eliminate California emission waivers which limit gas-powered vehicle sales
• Remove regulatory barriers that limit consumer choice of vehicles
• Report “global” effects of a rule or regulation, beyond the dom estic cost benefit analysis
• All executive departments and agencies to provide opportunities for public comments and peer-reviewed scientific analysis
• Agencies to review all existing regulations and recent actions which limit consumer choice of vehicles. Within 30 days of the order, head of each agency to develop action plans to suspend, revise, or rescind all agency actions
• Administrator of EPA to issue guidance on eliminating the “social cost of carbon” calculation from any regulatory decision
